There may be any white spacing before the plugin file code start or after the code. Please go to blog-designer.php.. I mean plugin file and check and remove if you can find any white spacing with the code.
OR
If you done any changes with plugin file then please download latest copy of plugin and replace that old file to new one.

About Query…
We noticed your query related to date and time log.. but that is not an issue. That is support request. Now, we added a support for local time log instead of system time.
In next version, you may clear your current list.

There is an issue with file name for localization.
You written right file name but according to text domain that filename should be ‘wp_user_log-fr_FR.po’ and ‘wp_user_log-fr_FR.mo’.
We will correct that file name and plugin text domain to original one and will provide an update on wordpress.org asap
