I’ve checked if this happens with Firefox, Chrome and Internet Explorer.
All three don’t have a greyed out button, but it is deactivated in the sense that it doesn’t respond to clicking.

Also, I was wondering if it’s intended for the function to not display a message if the submit button is pressed while the character limit has been exceeded.

Yes, I do get a text input field.
When I hover over it, the cursor changes to the typing thing, but clicking the field doesn’t do anything.

edit: interestingly enough, I can get to the field by selecting another item and then pressing tab repeatedly. 🙂
