Some free themes have extensive inbuilt options for changing layouts / structures etc (for exmaple http://wordpress.org/extend/themes/suffusion), while most do not and you would need to get into the code to make changes.
Maybe try the tag and filter search to find a theme with the layout and features you require. http://wordpress.org/extend/themes/tag-filter/

Not every theme has an options panel, and options / features will vary depending on the theme.

You will need to learn some CSS for styling, or if you are not a whiz with CSS, you could use a shortcode plugin such as http://wordpress.org/extend/plugins/shortcodes-ultimate/ for customized visual elements. Just make sure you understand the pros and cons of using such plugins.
