Sorry for the confusion. Only WordPress Administrators can add/remove a user under Users > All Users. If your requirement is to create users to be building some landing pages for FB advertising and don’t want them to be able to add or remove users, the SEO Editor role should be good enough. Learn more about it here.

This is often caused by a conflict with another plugin or theme. You may want to perform a conflict check as well.
The fastest way to do this is to deactivate all non-Yoast plugins and switch to a standard theme like Twenty Nineteen.
Test this on your development or staging site, if you have one. If not, we recommend using the Health Check & Troubleshooting plugin. This plugin allows you to run a conflict check without affecting normal visitors to your site.

If your homepage (or front page) is set to display your latest post, you can set the SEO title and meta description under SEO > Search Appearance > General tab. If you have a static page as your homepage, you can edit the SEO title and meta description on the static page itself, using the Yoast SEO meta box. Sorry for the trouble. First, we want to assure you that not performing the optimization process will not affect your site negatively in the search results. Additionally, even if you don’t perform the optimization process, it will still run silently in the background as content on your site gets traffic or modified. The optimization process though will make our plugin work more efficiently.
Can you please perform the following and see if it resolves the issue?
- Install & activate the Yoast Test Helper plugin.
- Go to your WordPress admin dashboard > Tools (sidebar) > Yoast Test.
- Locate the Yoast SEO section and select the ‘Reset Internal link counter’, ‘Reset Prominent words calculation’, and ‘Reset Indexables tables & migrations’ buttons.
- After resetting, go to the WordPress admin dashboard > SEO (sidebar) > Tools section and click the ‘Start SEO data optimization’ button.

Yes. The noindex on categories only hides the category archive pages from the search results, not the posts assigned to them.
