For my site, when w3 total cache creates indel.html and index.html.gzip in w3tc/pgcache folder, it gives them 640 permission and hence other users can’t access it.
When I change permissions to 644 manually, it works.
Do you have what could be causing it?

I have exact same problem of incorrect permissions on index.html file created by w3 total cache.
