Javascript and css is not loading in first onces I submitted the form its working.If I refresh the page again form is not working.

I am Using in IE9.When the contact form loading in the page there is no styling.If I click submit button without doing validation the form is submitted. After form submitted styling is working.If I reload submitted form means again styling is not working.

After activating contact form 7 plugin. Contact form menu occupying the product menu space which means product menu is disappeared.
