The problem is now solved. I was using a role management plugin, and had removed the standard wordpress roles. Thanks to the fine folks at WpVivid, I restored the standard wordpress roles and added Administrator to my profile, and now the plugin works.
Kudos to WpVivid for going above and beyond to find the problem!

The plugin shows as “active”, but when clicked on does nothing.
