The duration of viewed_cookie_policy is 1 year. It will automatically be deleted after one year. See the screenshot.
When deleted, the cookie will be reset when the user accepts or rejects again from the website.

The plugin uses value in the cookie viewed_cookie_policy to record the consent of the user. By default, the value of the cookie is null. If the user accepts the value changes to yes and if the user rejects, the value changes to no.
It is based on the value in viewed_cookie_policy, the scripts in the plugin related to the website cookies rendered on the website. But if you have not added any cookies and corresponding scripts into the plugin, the value of the cookie (viewed_cookie_policy) will not have any effect.
In essence, if the user accepts, rejects, or ignores the cookie message, it will only change the value of the viewed_cookie_policy cookie if you do not have any cookies or scripts added to the plugin.

This issue could be arising due to conflict with any other plugins or the script rendering order on your website. Could you please test by deactivating other plugins and see if the issue persists.

When you use the cookie law info plugin, the cookies are only used when the user accepts. When the user gives consent by clicking on Accept button, only then the scripts related to the cookies, that you add, in the plugin are rendered.
If the user rejects cookies or the ignores the cookie bar, the cookies will not be used on the website (which is the law). The user has to give explicit consent to the website to use the cookies.
