Do you have Enabled reCAPTCHA on the login and user registration pages in Wordfence Login Security Settings?
If not enable that and see if works
I do not have them whitelisted and they are not blocked so far 🙂
Did that started to happen since latest version of the plugin?

Try to disable the Traffic Inspector, and if you use cache plugin clear the cache after you made the changes, and see if works after.
