Awesome and thanks for taking the time to think it through. It’s as you concluded, and yes, for the shop I am setting up the exclusions available will work.
I really think this feature would be a real win for your plugin as it’s convenient and accelerates the whole “what to exclude” flow.

I would say that an exclusion should always win.
In practice, category exclusions are simply a convenient way to exclude multiple products at once. Ultimately, the important point is the product exclusion itself, not the category assignment. I would therefore not want a product to become discountable again simply because it also belongs to another, non-excluded category.
So if a product belongs to both an excluded category and a regular category, I would expect the role discount not to apply.
In our case, we would exclude merchandise, gift cards, and certain low-margin product categories. These are products where applying the normal B2B discount could remove most or all of the margin.
For us, the safest rule would therefore be: if a product belongs to any excluded category, it is excluded from the role discount everywhere.
