Did you ever find a solution to this? I have a similar issue.

In reply to: Can't rearrange custom menuI figured my issue out. It was one of my plugins (CollabPress) which was causing the issue. Start deactivating your recently installed plugins one by one and checking the menu. I read that it’s a JQuery conflict so maybe try any plugins that you know use JQuery.

In reply to: Multiple Category Filter WidgetI would check out the Widget Logic plug-in. I haven’t used it yet, but it sounds like what you are looking for. I’m actually going to install it on my site now and give it a whirl. Sounds useful!
