Ok – found out that I’m an idiot and reading to fast causes problems.

The setting “IMPLICIT” should be set to “NO” if you want the box to appear. So problem (self inflicted) solved.

We upgraded to WP 4.7 in the interim to see if that helps but no luck.

Also we have Enfold as theme with child theme enabled for all modifications. We edactivated Enfold and activated Twenty Fifteen but still no opt-in.
