Hi,
I am encountering a similar problem. Before migrating to v4 post notifications worked fine, but now nothing seems to be enqueued.
I tried to republish a post, to publish a new post, to add a cron job, to delete my post notification campaign from scratch, to create a new group for my subscribers and delete the old one after linking my campaign with that new group… nothing helped.
I’m using Email Subscribers 4.0.8 and WP 5.1.

I still do not understand why the theme’s author would do such a thing (except if there is a way I am not aware of to link menus together so the translation happens automatically), I’ll definitely ask him…
