Chiming in … experiencing the same issue when Country is Netherlands – “Billing Region is a required field”. There is no “Region” field anywhere on the checkout. We had an order back in March that worked perfectly. upgraded to Using WooCommerce 11.0 no fix even though this was referenced in the changelog https://github.com/woocommerce/woocommerce/pull/67107
Also Tried using [woocommerce_checkout] shortcode instead of Elementor Pro form, no luck..
