Billing Region Not Found Despite Loaded in Woo

Hello! I need to request help with a WooCommerce deployment for a training facility. The facility’s website offers training classes for warehousing professionals, on location in many places throughout the US, including Puerto Rico. The site uses WooCommerce to facilitate the registrations, in conjunction with Event Tickets and Events Calendar plugins.
An upcoming event is held in Puerto Rico. Puerto Rico is set up as a Country option within Woo, and has been the site of past classes.
However, this time attendees cannot enter Puerto Rico in the class billing form. They receive the following error.
“Billing Region Not Found”
Tests have been run, but we can find no direct cause for this issue. Other classes scheduled at US locations don’t display the error. We’re unsure if this is a configuration issue (no major changes have taken place), possibly a bug, or a missing setting. Thank you.

From your description, I understand that customers registering for the Puerto Rico event are receiving the “Billing Region Not Found” error during checkout.

To help us investigate this further, could you please check whether there are any relevant fatal error logs in WooCommerce → Status → Logs around the time the error occurs? If so, please share them via Pastebin, and if possible, enable the “Burn after read” option before sharing the link.

For testing purposes, could you please:
- Enable the Cash on Delivery payment method and place a test order for any regular product available on your site (instead of an event) to check whether you encounter the same issue. You can run this test on staging site so live site remain uneffected.
Additionally, would you be able to record a short video demonstrating the issue? Seeing the exact steps leading up to the error will help us better understand what’s happening and investigate further.

Thank you for sharing the error log. I tried to review it, but I’m getting a “Link Expired” message. Could you please share the error log again?

Also, could you try placing a test order using the Cash on Delivery payment method and see if you’re able to reproduce the issue on your end?

Chiming in … experiencing the same issue when Country is Netherlands – “Billing Region is a required field”. There is no “Region” field anywhere on the checkout. We had an order back in March that worked perfectly. upgraded to Using WooCommerce 11.0 no fix even though this was referenced in the changelog https://github.com/woocommerce/woocommerce/pull/67107

Also Tried using [woocommerce_checkout] shortcode instead of Elementor Pro form, no luck..

I tested Cash on Delivery via staging site, and it worked! I was able to check out for the same class in Puerto Rico using Cash on Delivery. (This isn’t a payment option the client wants to use, but I hope it provides insight.)

Thank you for sharing the error logs and for testing the checkout using the Cash on Delivery payment method.

I reviewed the logs, and I can see an error related to the CallRail Phone Call Tracking plugin. However, this doesn’t appear to be related to the checkout issue you’re experiencing.

Since the checkout works successfully when using Cash on Delivery, it suggests that WooCommerce itself is able to create the order correctly. This makes it more likely that the issue is related to the payment gateway rather than WooCommerce core.

To help narrow this down, could you please try using a different payment gateway, such as Stripe Gateway for WooCommerce, in Test Mode, and then attempt to place an order?
