I’m assuming it just wasn’t visible before.PayPal Feeis PayPal transaction fee that you pay to PayPal on each purchase made on your site using PayPal. It is now conveniently visible on the order page.Please let us know if you have any additional questions along the way.

I think you are referring to the Checkout section that used to be accessible via WooCommerce > Settings > Checkout but had been moved to the Customizer instead. You can now access it via Appearance > Customize > WooCommerce > Checkout:

Would you please confirm that you are running the latest version of WooCommerce plugin? Should be 3.4.3. In addition to that, please navigate to **WooCommerce > Status > System Status Report** and make sure there are no alerts in RED. If you have any alerts there, we recommend fixing all of them first.
