Unfortunately this plugin let you select only pages and not posts.
About background image we just tried and it works, please try pasting the media url inside the box instead of direct upload: maybe it’s a plugin conflict.

Popup_cookie is not a session cookie but a time based cookie.
popup_cookie can be considered “technical”, so does not require consent.
