I’ve got the same problem.
As far as I can tell I get a blank settings page only when at least one of these plugins is active:

WP-CommentNavi
WordPress Database Backup
WP Super Cache

(WP 2.9.1 – Apache/2.0.52 – PHP Version 4.3.9)
