It’s required for the Stateless mode, but you can override this with the WP_STATELESS_MEDIA_CACHE_BUSTING constant. ref: https://github.com/wpCloud/wp-stateless/wiki/Constants#wp_stateless_media_cache_busting
Enable the cache-busting feature to resolve this issue.
Prepends a random set of numbers and letters to the filename. This is useful for preventing caching issues when uploading files that have the same filename.

You can, but you should do it in a separate tab. Leave the sync running in an open tab.
