ok, figured that out. A lot easier than I expected.
If theres a php 7.1, is there a legitimate reason godaddy only lets me upgrade to 5.4?

shouldn’t the latest WP update be running the latest PHP?
The Cloudflare plugin requires a PHP version of at least 5.3.10; you have 5.2.17.
I don’t know how to find the error log. at the top after trying to activate it just says
“Plugin could not be activated because it triggered a fatal error.”
“Plugin could not be activated because it triggered a fatal error.”
