It looks you don’t have the wp-footer inserted.
If you view the page-source, you won’t find the </body> and </html> as well. GC Message Bar rendering runs with wp-footer.
Check your theme source and add wp_footer():

We tested on different versions of IE, but couldn’t reproduce this error…

In reply to: [GC Message Box] Extraneous banner instanceBefore you send it, try the version 1.1.1. We put a better protection for main loop, the only place, where the message box has to appear.

The 1.1.4 update will hopefully fix your issue. If not, than try to reinstall the plugin.
