When your user closes the Bar with the arrow, the Bar will remember its state until the property “State cookie time” is set.
However you can set the default state to closed or opened, and the user has to take action to change the state.

You will need the WPML plugin:
http://wpml.org/There will be a WPLML/Theme and plugins localization menu inside your wp-admin. You will find there the plugins, and you can access to the translations. The action URL of GC Message Bar is localizable too.

If it is turned on, then it won’t appear for all users.

When the user filter is turned on, than the bar will appear only for the enabled roles.

Check you Authentication filter settings on the Filters panel.
In case you are using a caching plugin, please try to empty the cache first.
Vilmos
