Is this a WordPress install?
Do you have an index.htm or index.htm index.php (etc) file in the directory responsible for serving the pages/blog? If so take a close look at them – only one will be served by default, obviously, and it may be the “Under Construction” file… maybe

Try changing the template back to WordPress Classic… to test it?

Also, your page code shows MANY </div> tags – are they necessary…? I’ve not looked closely but look at the bottom of the page code – you have six </div> tags.
May be unrelated but they seem odd to me ::shrugs::
