We have a “fixed content” option, where you can add any block ontop of Gutenslider. That block will be added on top of the slider and the slides will be behind it. You can see an example e.g. on the home page slider at the top of https://gutenslider.org/

Gutenslider uses those. If you did and it does not work, please write back, it might be some other plugins interfering with Gutenslider’s functionality.

.gutenslider makes use of the wp.domReady function to initialize the slider and will reload on certain breakpoints (that is why resizing helps).
I would suggest you look in the documentation of the plugins you are using if the provide JavaScript events(e.g. onAccordionChange). You would have to alter the gutenslider-front.js file to also trigger a reload on that event.
