I have tried that and have checked the debug mode and part of that dumps this info:
<RatedShipmentWarning>User Id and Shipper Number combination is not qualified to receive negotiated rates.</RatedShipmentWarning>
I’ve checked the access key, the user ids with and without capitalization, the password and so on.
