I have noticed that you are using the ARMember Pro plugin. Please note that this forum is only for the ARMember Lite plugin. so due to forum limitations, I am sorry but I won’t be able to assist you.

I’ve checked the screenshot you shared, and accordingly please note that if you are willing to display a notice then directly this notice will not be displayed on the login form, however you can add the a notice on the top of the login page and then add the login form shortcode. However if you are willing to the include this message inside the login form itself then unfortunately it will not be possible to achieve.
Saying this you can directly redirect the members to login page(with the message on top) once they complete the registration, to set this you can navigate to the ARMember Lite -> General Settings -> Redirection Rules, on this page check this option “After Basic Signup Redirection Rules” set the redirection rules as per your requirements and then save the changes and check.
