No, it does not catch spam registrations with that setting enabled.
I have disabled registration on the wp settings page, but enabled it on the wc settings page.
I have registration also working on the cart and checkout pages via the plugin mentioned above.
I have the “WooCommerce checkout form” setting enabled which disables the “Spam test for registration during checkout” setting. How can we have both?

Our accounting department does NOT want to see the admin emails for items they have already recorded.
We do crowdfunding on some items and want to update the progress for the frontend display for transactions that occurred outside of woocommerce.
I have manually added orders from the woocommerce admin backend, and I was surprised to hear from the accounting department that they received an admin email.
If your plugin disables all emails during the import, then it might do what I need.

I’m getting lots of complaints that pages are broken. I have two websites using DFS and all was good until v1.8.2 so for now I have had to fix by downgrading to v1.8.1 just to get my service back online.
Using a different browser and clearing the browser cache does not fix this bug.

In reply to: [PayPal for WooCommerce] Order notesThe instructions for your PayPal IPN plugin tell us to enter an IPN URL copied from the plugin settings into the PayPal Selling Preferences section IPN Settings, but we already had an IPN URL setup there for WooCommerce. Does your plugin pass the IPN information over to the WooCommerce on our setup?

You are suggesting that the IPN is already being received by the paypal gateway, then if when it returns a successful transaction, we could call a function to send the accounting order summary email again, which was sent earlier by woocommerce. This sounds like a doable option.
