bcos you might have been using WP toolkit from plesk, it does have such an option

this is not a siteground specific but WordPress default maintenance page
you can create your own custom page just place it under wp-content as a maintenance.php and WordPress will use that page during updates

for general advice, I would suggest do not delete anything unless you are sure from public_html and email account since these directories contain important files for your website and email accounts.
