In reply to: Second Admin Can’t UploadI’ve just added a second admin to my wp but it didn’t happen what you describe. The Upload is there. Did you install some strange plugin? Did you try with a clean/test wordpress on the same machine?
I know it’s not a big answer but it’s the best I can do at the moment with your description.

I don’t think that “you may as well tag every ‘important’ word in a post” because I think that statistic would do its job over the keywords used.
Your zeitgeist is interesting… and about the “out of context” (I wrote about them on my post as “false positives”) I suggested an initial answer.
You “certainly would NOT want to tag my content based on that” but I think it could be very interesting to try it 🙂
