About your reported issue:
In such cases, we always recommend to go with the basic tests first of all. As it seems something is getting conflicted, before going ahead, please make sure that you have done a few basic tests from your site OR not yet?

In that case, have you tested for any conflicts with the proper steps as explained below along with the basic troubleshooting?

I tested with the new installation also with the default WordPress theme here at my test site along with the below activations:
Elementor Header & Footer Builder – version 1.6.13
Elementor Pro – version 3.12.2

I did not get any such issue here at my end. Can you please share more details if that can be helpful to find a reason if you are still facing such issues over there?
