That shouldn’t be the case with all the updated files of the latest versions on your site.

About your reported issue: I am not sure if you have already got the way for this one OR still facing the issue on your side for mobile view. I have checked specifically on my mobile also to make sure if the dropdown sub-menus are not working and I got them working fine for me here at my end.
