I got your issue and have checked the same on my test site also once again for my reference. Kindly check the below linked screenshot where you can see that WordPress 6.0.2 is installed and also have installed Ocean-WP like your environment:
https://d.pr/i/HmLXjeI tried to replicate the same result, but as you can see the header and footer are appearing fine in the list for me at the back-end. However, I tried to edit them from the front-end also and it worked for me.
Perhaps I am missing something here in following steps to replicate the same results probably.
Just for your information, I want to tell you that we have received similar issues from other EHF users also at our support channel. A few of them have reported back that the issue has been fixed by taking updates of Elementor itself. Did you try that?
