This issue may be a conflict with another plugin. So please deactivate all the plugins and activate them one by one. In this way, you can determine which plugin is conflicting.

If the problem persists, change your theme to the default theme.

Could you please explain more in details what is the issue and what do you mean by Master Slider section? Do you see Master Slider menu on admin panel? Do you have access to Master Slider setting?

You have used a text widget on top of your slider. I think by removing it, there will be no need to scroll. Or you can change the slider height.
