I too am having this problem on my site for a month or more now. Existing customers had to input their credit card manually into the “payment information” page of the dashboard. They are not able to enter their card at check out. New customers have to call have me login as them in order to enter card info.
Search for “white label” woocommerce pluggin. I used that to restrict the access of my shop managers to only woocommerce items. You can completely customize what they see when they log in.
