@madhattersez, than you! I have asked multiple times but they have not replied. I was suspicious of this, thank you for verifying it. I will paste your message in the support ticket.
That said, I requested a full sync and that seemed to have gone fine. Most other functions seem to be fine, the remaining issues must be due to the banned IP.
I will write again if and when I hear from my hosting company.

Update.
My hosting company will only provide times and the processes that push the resource limit. I am out of luck getting help there. In the meantime I have done some testing:
- Disabled all plugins but JetPack. It did not change the long error message I get on the Debug page
- Enabled the plugins again, the error message on the Debug page was the same
- Paused CloudFlare, it is currently not in the middle. That also did not help with the Debug error message indicating connectivity pproblems
- I put a copy of the xmlrpc.php file in the site root, no effect. The message still said there is a connectivity problem.
Despite the indicated error message when I visit the Debug page, JP stats are working, I can see the site’s pages, the first dozen or so blog posts, many media elements, plugins, comments all from the WordPress.com dashboard. I am not sure how long it will last. I don’t also understand how I get a message that says JetPack is not connected yet I can do at least a good number of the functions.
Will appreciate your take on the matter.

OK, before I get a reply to my previous question I have installed and activated JetPack. It APPEARS to be working but indicates connectivity problems. The xmlrpc.php file is in the WordPress installation folder, not in the site root. If I call the file from the folder it responds correctly. Has anything changed in JetPack to expect the xmlrpc.php file in the site root?
I have spent an inordinate amount of time trying to get it working. Along the way, my site kept crashing, actually being stopped for a minute or so because of excessive resource use. The hosting company claims that there is no restriction on xmlrpc on my site. Who knows?
My hosting company claims that all is good at their end. I don’t know what is going on. But, this is not my first battle with JetPack since I started using it! I don’t quite understand why it goes along fine and after one update, it becomes a huge headache.
Anyway, the site will hobble along, trip over its own feet, and I hope your team can find a solution to this. This is my last and final attempt to continue using JetPack!

A specific question about the location of the xmlrpc.php file. It has been located in the folder where WordPress is installed rather than the root, like:
http://www.mysite.com/ (root)
http://www.mysite.com/subfol (where WordPress is installed)The reason I ask this question, as I raised this issue before, my site is installed in a subfolder and the xmlrpc.php file is indeed there. Has there been any change in the WordPress code and codec that expects the find this file in the site root? The same issue exists, the file does not load if loaded directly after the domain name/ which I think used to work before.

Thank you. I checked and the file is in the WordPress installation folder which is not the site root. I have not changed this setup in years, WP was always installed in a subfolder. And a few days ago I was receiving the proper response if I loaded that file. My hosting company claims xmlrpc is not disabled at their end and finding fault with my site. The problem is I have not made any structural changes to it. They claim my site triggered 20K resource limitation instances. I am at the end of my rope. This is after JetPack was removed altogether. I will post here what I learn and when I reinstall JetPack.

Thank you for your offer. I am dealing with a couple of other issues, when done with them I will try JetPack once more and give you all a heads up here.
I still have not gotten a response to how to locate the XMLRPC settings in WordPress. On my own, I found a plugin, Manage XMLRPC and looked at the settings and nothing seems to be disabled. I would still like to learn where the XMLRPC setting is. I even looked under debug settings.
Is there a way to check whether XMLRPC is active or inactive on my server at the system level?

It is all good and well, but each time I post an issue here I have to wait for two days before anyone writes a reply. Activating JetPack and waiting for two days while the site keeps going down does not really help me. Support here was not used to be this slow.

The behavior of JP was affecting my server, I disabled and deleted JP. I will probably use a different statistics plugin.

OK, I found a plugin called Manage XML-RPC and installed it. When I look at the settings none of the two options have a checkmark and the fields where IP numbers are expected for enabling or disabling XML-RPC are empty.
More parts of JetPac are not working now after removing and reinstalling. This is at least the second time, possibly even third, that I am going through this problem because of a JetPack update.

I am not sure why this is happening, and this is not the first time! I have disabled and deleted JetPack and reinstalled it and connected it. Much of my settings are no longer there like plugins, none show up, or site pages.
I have not been able to locate the XML-RPC setting, I even looked under the debug link at the bottom of the JP dashboard. I remembered last time I had difficulty finding it too. Why is such an important setting buried so deep is beyond me. If you tell me how to locate the setting I will look at the settings. By the way, if I cannot find it I could not have disabled all or parts of it!

Thank you for the explanation. I guess this encryption made it to JetPack list by falling through the cracks. Good to know how to identify them.

Yes, I do. But, I still think adding a letter or a word next to a feature when it is first announced will be welcome.
