I will provide one more update with the hope of helping others. Upon further investigation, I have determined the culprit of this problem to be the Firefox browser. The fixed background image stays put in MS Edge or Chrome. I posted this issue on the Firefox help site.

I am updating this question after testing the page with different themes. I believe it is the theme in use that prevents the fixed image from staying in place.

Thank you for your quick response, as I said in my review this plugin is promising.
That said, adding the option to have the plugin to determine the responsive behavior should not eliminate the manual override options which are very good. Keep them and add “Auto Responsive” as an option. It is easy to change the rating after this is done and you add a categories block. Promise, I will do that. You may be wondering why I urge you to add auto responsive. Every time I insert a block, I shouldn’t have to remember to set its responsive behavior. At least allow the user the set something as a global option on that site.
As to adding a block of all or selected categories, there is no easy and pleasing way of doing that in most posts, especially with no sidebar.
I am even experimenting putting some grids inside an accordion block from another plugin. Hint, hint, … Take a look at the following page, towards the end:

I will be watching your developments and may feed some more ideas. The more I get used to it to more likely it is that I will buy a copy.

Oh, do you mean I have to figure out how each block needs to behave at different screen widths and set them up? Is that another way of saying these blocks may not be responsive?

@macmanx, thank you, I understand. In all fairness, this may be happening to all similar notices not only the JetPack widget. Life gets complicated each passing day!

@kokkieh, I somewhat agree about the arbitrary rules that Google sets. However, these pages are marked not indexed. THat’s why I disabled the Cookies and Consent widget and simply reported it in case there was a solution. Can the widget be hidden when a search engine bot requests the page?

@macmanx, I will report it after a couple of tests by the Imagely team. One thing gets fixed and something else breaks. Stay tuned. If it persists by tomorrow, I will report it on the github.

@kokkieh installing the latest version of JetPack did not fix the problem. Imagely also has a new version of NextGEN coming out I think, maybe between the two, the problem may be fixed. I still cannot insert or edit an existing NGG block. On a staging site, they installed a beta version that fixed the editing and inserting part but broken galleries still do not show up unless the post is edited and updated. I urged them to extend the fix to trigger a database record update as if the post is opened and updated. I hope they take the suggestion.
The current state of the block editor world is promising both good things and problems. All proceed with caution, that includes me of course!

Update: I installed the latest version of JP on the staging site where the beta version of the NextGEN gallery is installed, the broken gallery display persists. I am not sure if it will ever get fixed. Here is the page URL, you will see the gallery message at the end:

After that, some gallery settings may change and do something that the gallery did not have before, like showing a link to the slide show or displaying only some of the images while the rest is moved to page two.

@kokkieh, thank you for following up. The Imagely team installed the beta version of NextGEN gallery. I activated and set up JetPack, the galleried that did not display still do not. But, when I edit the post, I see the NextGEN block and upon updating the post I can see the gallery. They informed me that this will be the way the fix was intended. That will require checking all the posts one at a time.
This version of NextGEN is not out yet and they installed it on a staging site for me.
With the major shift to the block editor and related changes, plugins, themes this kind of breakage will probably become more common. We should all be prepared, maybe delay non-critical updates to see if they bring any new problems elsewhere.
