Had the same problem. It worked in incognito, so I cleaned the cache/cookies and it worked.
Maybe you could create a new role/permission with https://es.wordpress.org/plugins/members/ and use it as a requirement to see the menu option with https://es.wordpress.org/plugins/admin-menu-editor/ (Those are the spanish plugin urls, I guess wordpress will redirect you according to your language)
Though you might need some way to make sure they don’t access via url.
