WordPress is Open Source. It is licensed under the GPL. WordPress comes with plenty of useful features, it can be expanded by hundreds of plugins, and skinned by over 300 themes. For more info, please see The Codex.
IMO, to truly experience WordPress, you should make your own test installation and just try it out.

I’m trying the test installation now but I’m having troubles so I’m starting to think I need some motivation to stick with it at this stage…
If you are unable to motivate yourself, send me $60 and I’ll give you an hour of motivational time, otherwise you are on your own. Donate $60 to WP and I’ll do it for free.
Two more nice things about WordPress is that it’s fully documented and fully supported by an enthusiastic volunteer community.

that’s a question i ask my users. most of them like the idea of using plugins/themes to enhance the presentation of their personal site and extend functionality, even for those with minimal knowledge of php and web publishing terminologies. 10 years ago, a web publishing platform like WordPress would cost a fortune. give it and try and see it for yourself. 🙂
