White Screen for site and admin

I just updated to the newest version of WP. Once updated I eventually ended up with a white screen on both the site and admin.I have deleted plugins and themes, nothing seems to help…
I have reloaded the new version several times and it keeps happening.

Here is the error message in the error log:
[12-Apr-2013 18:54:03 UTC] PHP Parse error: syntax error, unexpected $end, expecting T_FUNCTION in /home/blakehay/public_html/blog/wp-includes/wp-db.php on line 522

Also this error from the cpanel error log:

[Fri Apr 12 11:59:54 2013] [error] [client 24.18.188.155] File does not exist: /home/blakehay/public_html/404.shtml

Any help would be appreciated!
