Where do I add JS scripts in header/footer?

Hi there,
Am trying to add a custom plugin and need to include some CSS/JS files. I can find the wp_head and wp_footer tags, but I can’t find the actual place to add the code. Which files would I need to find to add these?

Sorry, meant to say if you’re not a WordPress developer I’d suggest using the plugin.
Using code you would need to hook into wp_enqueue_scripts, there are examples on that page.
