Nothing, if you’re using the old one, that is fine. Can you access the admin area?

I can’t CHMOD my files to a number in my FTP program. I still can’t delete my htaccess file, either. This is baffling.

I was able to change the CHMOD on my cPanel (realized that right after I posted). Still can’t access the site.
Yay! I was able to delete .htaccess on my cPanel. The site now shows up, but when I click on a post, I get an error (probably because the .htaccess is gone). Now, what do I do — upload the old .htaccess, create a new one, or something else?

Also, my previous layout is gone (I was using Kubrick for WP 1.2.2). Is there any way to get that back, or is it gone? (It wasn’t a huge loss, just the background color, sidebar color and logo, but I’m curious if there’s an easy way to recover that).

Upload the .htaccess file that you have. See if it works okay. If not, just create a new one (from Permalinks section under options).
You said you’ve backed-up everything, so you should have all the files. Create a new theme of your taste later when things settle down (don’t modify the default, that way you’ll always have atleast one working theme)
Old htaccess works!!! So exciting. 1.5 looks nice.
So, final question: is there any way to recover my old layout? I like to change it every 3 months or so, so would it be easier to do the new way in 1.5?
