In order to take a look at this, we need a bit more information.
Are you using Jetpack’s Site Accelerator feature for your images? If so, I’d start by disabling that as it is generally the only thing that modifies image delivery.
If that doesn’t fix the issue, please test with only Jetpack and Elementor enabled. If it works then, you will know another plugin or theme is conflicting. We have instructions on handling those here:

If that doesn’t fix the issue, please let us know. We can then investigate. To so, please share the exact steps on how to reproduce the issue in Elementor.
Hi, thanks for your help. After rolling back to 15.7.2 and then updating back to 16.2, the issue has resolved itself – background images are displaying correctly, even with Site Accelerator enabled. It may have been a corrupted file during the initial update.
