Update Membership on User’s Page

I have created custom roles for user’s that can update Membership information on our website. They have full capabilities to edit user information as well as all of the pmpro_* capabilities. However, the option to update Membership from the User Profile’s is not available to them. It only appears for Administrator. What capability am I missing to allow them to do this? Note: The ability to update everything else on the user’s profile is available but the Membership section does not show.
