Uncaught TypeError: jQuery(…).qtip is not a function

I’m getting an error message trying to add the credentials to Google Analyitcs by Yoast.
When I click on Settings I get the following error message:
Uncaught TypeError: jQuery(…).qtip is not a functionI have tried the following troubleshooting steps:
- Updated WordPress
- Updated Google Analytics PLugin
- Deactivated all plugins
- Activated Twentytwelve, TwentyThirteen, TwentyFourteen, TwentyFifteen, TwentySixteen Themes. All Failed.
- Deleted Plugin and redownloaded from site
- Deleted the cache on the server
- Cleared APC Cache
- Site is using jQuery v1.11.3
- Tried in different browsers
- Disable All browser extensions
- Cleared Browser Cache
I have exhausted the usual methods of debugging this plugin. The Dashboard and Extensions page of the plugin work just fine.
Does anyone have any ideas as to why this may not be working? Has anyone ran into a similar issue before?
