Text and Links over images

Not sure if this is the right place to ask. But is there a plugin or something that will allow me to take a image and put some text and link over a image. at a site i go to all the time. timberwolves.com they have 2 images and in each image they have text on the image and a link to a article. Is there a plugin that do something simliar. Hope i got all of this correct.
