Restrict Access to Defined Customers

This is a question before installing the plugin.
Can we restrict access to “Customers” only?
Client does not want general public to be able to open tickets as their support service is part of their paid service, so we want to only allow “Registered Customers” to have the ability to open tickets.
Do we need the premium version or can the free version offer this?
