PayPal Standard is a non-adaptive payment method. By default, a vendor cannot make a refund automatically using a non-adaptive payment method.
Automatic refund capability for vendors is only available with the adaptive payment gateways.
So, if you want to get the vendor refund capability with the PayPal Standard payment gateway, it will require additional customization.

Thanks! Ok so when a vendor wants to make a refund (via standard PayPal), admin has to approve it correct? Therefore, must I (admin) fill out the PayPal API credentials to process refunds via PayPal here? https://snipboard.io/2lVEkH.jpg

Since PayPal Standard is a non-adaptive payment method, if there is a refund, the vendor needs to request to the admin, and the admin will make the refund manually after approving the request.
Also, at first, the admin needs to set up a payment gateway with proper credentials. This is not only for the PayPal Standard case. This is applicable for all payment gateways. Otherwise, a payment gateway will not work.
