The lead developer of PowerPress had this to say regarding your question:
there is a JavaScript error on the page that I think is stopping PowerPress’s functions from working on the page. A way they can check this is to switch from using the Blubrry Player to the WordPRess MediaElement JS player and see if it then works. If that works, then there’s something on our end, but if that doesn’t work it is most likely the JS error on their page.
Thanks. Switching to the MediaElement js player did not make any difference. Still the same behavior.
Any ideas what could be causing the js conflict?

Is this the first time you’ve used the Skipto shortcode? If not, are the shortcodes working properly with the other episodes where you’ve used it?

It’s the first time we’ve used the skipto shortcode. In fact, we are new the Powerpress. every episode before this one we’ve published right from blubrry, but we just launched this website in the hopes of growing the Super Nice Club.

used this code Challenge at: [skipto time=”52:13″]
and got the same result. Just an anchor link to the page

Is the Blubrry Audio Player at the top of the page being added to the page using an embed code from your Blubrry.com dashboard, or is the player being automatically added to the post by PowerPress when you publish the post?

Tested this using the embed in a separate post not associated with the widget within a post.

the result was the same behavior. The player did not skip and it just reloads as https://superniceclub.com/uncategorized/test-of-skipto/#

Is the page you are linking to a PAGE or a POST and how is that player on there. Is it an embed, shortcode or native to PowerPress?

It is a post and embedded the player with the shortcode as a test per @shawnogordo ‘s suggestion.
Originally we were trying to use [skipto] on the latest podcast episode post here https://superniceclub.com/podcast/human-library-ronni-abergel/
it’s toward the bottom of the post in the sentence “And don’t forget to take Ronni’s BE NICE CHALLENGE. Listen in here. Just might change your life.”
