Notifications are not being sent from Plugin

So this topic carries on from:

Checked with https://wordpress.org/plugins/wp-mail-logging/ and no mail is going out
Even followed https://kinsta.com/blog/free-smtp-server/ to use GMail SMTP

But no emails are getting sent.

Paypal test payments are coming through but none of the notifications.
