    I put the test product in a category and then clicked on the category on in the shop and said same thing.

    I believe I am missing something global in the setup or something.

    If you encounter 404 not found errors after trying to browse the created categories and products, then you need to update your WordPress permalink structure. To do so, you need to go to the permalink structure menu in WP admin and save it again. After doing the re-save you should be able to browse through the shop related parts of the site.
